Kevin O’Neal, a DOCV board member, argued the scale of the investigation calls the GGL’s broader black market estimates into question. He cited the regulator’s 2025 activity report, which put the 2024 share at 23% (€547 million in gross gaming revenue), against Nielsen data suggesting a share of around 56%.

The trade body has long been critical over the discrepancy between channelisation estimates made by the regulator, and other independent reviewers.

The DOCV reinforced its calls for a unified federal licensing regime for online casino games and stronger enforcement mechanisms against illegal operators.

The African Responsible Gaming Network (ARGN) launched on Monday, with the aim of strengthening player protection and tackling gambling-related harm.

The initiative brings together stakeholders such as responsible gaming organisations, researchers and treatment specialists.

It is said to mark a “significant step forward” in addressing gambling-related harm across the continent, facilitating relationships between representatives from a number of countries both inside and outside Africa.

The week will feature a coordinated programme of engagement between regulators and the industry, as well as public education and digital awareness activities.

Peter Kesitilwe, CEO of the AiA, said the industry’s growth must be matched by a stronger focus on player protection, highlighting the need for greater collaboration between regulators and operators.

“As Africa’s gambling industry continues to grow, player protection must grow with it,” he said. “Africa Safer Gambling Week brings regulators and industry together around a shared commitment to safer gambling and stronger consumer protection.
